The indirect counter-proposal to the inclusion initiative refers exclusively to people who receive benefits from the disability insurance - excluding thus three-quarters of people with disabilities in Switzerland. This restriction is particularly ineffective for those affected by a brain injury because many do not meet the criteria for a disability pension. Furthermore, the counter-proposal is limited to housing - just one of many areas where measures are necessary to promote the actual inclusion of those affected.
FRAGILE Suisse, the Swiss patient organisation for people with brain injuries and their relatives, believes that an inclusive framework law must apply to all people with disabilities and provide concrete measures not only for housing but also for work, leisure and social participation. It must also consider invisible impairments. People with brain injuries need assistance, aids, counselling, and flexible support beyond the definition of disability.
For this reason, FRAGILE Suisse demands in its consultation response, among other things, clear and diverse measures for all areas of life, especially the working world, broader access to assistance contributions and aids, as well as the recognition of patient and family organisations.
Gabriela Riemer-Kafka, retired professor of social security and labour law and member of the board of FRAGILE Suisse, states:
"Participation for people with even invisible disabilities means sharing private, professional and social life with others and being supported by all necessary measures."
